WhatsApp Business API pricing, explained honestly

The WhatsApp Business API has no license fee. Meta charges per delivered template message, with rates set by country and by template category, and every reply you send inside the 24-hour customer service window is free. That means a store that answers customers on WhatsApp pays Meta almost nothing; real costs come from templates sent outside that window, and from whatever tool you use on top. This page separates the three layers so your bill stops being a surprise.

The three layers of a WhatsApp bill

Every WhatsApp commerce bill is really three bills. Knowing which layer a charge belongs to is most of the battle:

  • Meta's fees: charged per delivered template message, by country and template category. This layer exists no matter which tool you use.
  • The tool's subscription: the monthly price of the software that connects WhatsApp to your store.
  • The tool's usage meters: per-message fees, per-AI-reply fees, overage rates, or percentage-of-order fees stacked on top of the subscription. This is the layer that produces surprise bills.

What Meta actually charges in 2026

Since July 2025 Meta bills the WhatsApp Business API per delivered template message rather than per conversation. What you pay depends on what kind of message it is and whether a service window is open:

Exact per-country rates change; Meta publishes the current rate card on its developer site. The structure above is the part that stays stable and the part worth planning around.

Why a selling assistant costs almost nothing in Meta fees

Selling conversations start with the customer. Someone messages your store, asks about a product, gets answers, adds to cart, and checks out. All of that lives inside the free 24-hour service window, so the entire sale generates zero Meta message fees. The same is true when a customer replies to a cart reminder or taps a Confirm button on a COD order: their tap opens a fresh free window.

This is why the honest framing for merchants is that Meta's fees are a small, predictable layer for a store that mostly responds to customers, and only become a real line item when you start pushing outbound marketing templates at scale. A tool that meters your inbound selling conversations as if they were expensive is charging you for something that costs it very little.

How WhatsApp tools charge on top of Meta

The subscription is never the whole story. These are the real billing structures in this market, checked in July 2026 from public Shopify App Store listings and vendor sites:

None of this makes those tools bad software. It makes their bills hard to predict, and predictability is the thing a small store actually budgets on. Whatever tool you pick, get its metered unit defined in writing before you connect your number.

What counts as a conversation here

One customer chat session is one conversation, however many messages it takes. A customer who asks ten questions, compares three products, and checks out is one conversation. A customer who comes back next week and buys again is a new conversation. We never bill per message, per AI reply, or per order value, and Meta's own fees pass through at cost with no markup. WhatsApp API pricing questions

Is the WhatsApp Business API free?+

There is no license fee for the API itself. Meta charges per delivered template message, with rates that depend on the destination country and the template category. Replies you send inside the 24-hour customer service window that opens when a customer messages you are free on Meta’s side. So a store that mostly answers customers pays Meta very little; costs appear when you send templates outside that window.

How much does WhatsApp cost per message?+

It depends on the country you are messaging and the template category. Marketing templates cost the most, utility templates cost less and are free when delivered inside an open 24-hour service window, and replies inside that window are free. Meta publishes the full per-country rate card on its developer site, and any tool you use should link to it rather than hide it.

What counts as a conversation in WhatsApp pricing?+

It depends who is billing you, which is exactly why bills surprise people. Meta bills per delivered template message. Tools on top meter their own way: some count every message, some count every AI reply, some charge a percentage of order value. We count one customer chat session as one conversation, however many messages it takes, and our plans are flat: see pricing.

Do WhatsApp tools mark up Meta’s fees?+

Some do, and others reach the same result by stacking their own per-message or per-reply fees on top of the subscription, so the effective bill grows with volume in ways the pricing page never showed. Ask any vendor two questions: what exactly is metered, and are Meta’s fees passed through at cost. We meter one thing, conversations, and pass Meta’s fees through with no markup.

Why is it so hard to find real prices for WhatsApp platforms?+

Because several vendors treat pricing as a sales conversation. As of July 2026, at least one major Shopify WhatsApp app publishes no tier prices at all and routes its pricing page to a demo request, and others advertise a low subscription with usage fees layered on top. Published, flat, all-inclusive pricing is the exception in this market, which is why we lead with it.
